Does WI have a child advocasy court program? This is what it is really good at doing. The D.A. keeps track of where the person is and makes sure the child support is paid.

If he went out of state to evade taxes and child support, it's not that nobody knows about it, it's that so far nobody has bothered to track him down. So reporting him isn't going to do a lot.
