well it is caused by stupidity and someone naive , immaturity alot of Western cultural, or just for attention! someone who wants to be famous with his friends like "ahhhhh man that's so cool, like who would piss on a bus stand in the middle of the winter? Then his thing gets stuck and people have to call the police so they can pour warm water on it to unstick it! or just someone who doesn't care
