I was told by the person that is over there that they don't speak english at the reception.

Say it in English !!!
At the reception they will understand you, much better than if you speak a shaky French.
If you're asking this question I guess you're not familiar with the French language and how to pronounce the sentence that you'll get here....!!!

I guess it's the only one hotel in the world with none english speaker at the reception.....?? Good luck, then !!

they should have someone that can understand english.
just keep saying "Room ## Room ## Room ##" . if they hang up, or transfer you to the wrong room, call again and again. you will occasionally get to the right room.
they may not speak english, but they should know at least the numbers.

You will need to know the numbers in French...
Bonjour/ Bonsoir. JE VOUDRAIS PARLER AVEC MONSIEUR/ MADAME XXXXXX QUI OCCUPE LA CHAMBRE NUMERO XXX.
POUVEZ-VOUS ME PASSER A CETTE CHAMBRE S'IL VOUS PLAIT?
Alternatively you could say "Je voudrais parler avec la personne qui occupe la chambre xxx, s'il vous plait."
