I have given a few kernels here and there... Want to make sure that they are entirely popped and that they
don't get the unpopped kernels. Choking I think would be the big concern.

My wife and I are German Shepherd people and we even occassionally volunteer for the local German Shepherd rescue. German Shepherds actually have "trick colons" which means that anything that is not dog food could cause them to have severe diarrhea of GSD-sized proportions.
My wife being right as usual always told me this and I never listened to her (despite the usual evidence on the kitchen floor the next day). But one day I saw a show on Animal Planet about German Shepherds, and the veterinarian was saying the exact same thing!
The 10 Commandments of German Shepherds in our house are:
1) No people food, ever
2) No pork chop bones, ever
3) No cooked meat, ever
4) Absolutely no people food
5) No chicken bones
6) No tiny quail drumsticks (don't even ask)
7) No bones of any kind
8) No pet birds (that's a long story)
9) Absolutely no people food!
10) No people food!!
However, I'm still a enough of a sucker that MJ my 2-yr old sheppy is able to coerce a treat from me every now and then, just not at the dinner table. Well maybe sometimes at the dinner table. Those gi-normous ears and wiggly eyebrows really are very hard to resist! Unless you are a stay-at-home-mom, who has to clean it up the next day. I'm still pretty strict about the pork chop bones. They have a 100% incident rate at our house, compared to maybe a 20% incident rate for a lick of ice cream.

It should be okay, like other people said, as long as you don't overindulge them and you watch the sodium and butter. Our Chihuahua loves popcorn, so my brother buys him "WoofyPop" chicken flavored microwave popcorn. The following quote is from the package.
"About WoofyPop(r)
Veterinarians have been feeding dogs popcorn for years. It's a natural snack that is high in fiber. Never before has there been microwave popcorn with special "dog only" flavors like Chicken and Peanut Butter. It's an all natural snack your dog will love!"

Cetrain foods can be toxic for dogs and cat's but having said that I have fed my dog "People" food since he was a pup . ( in moderation ) I also make sure he has proper dog food avalible for the nurishment he needs . My vet told me that my dog is very healthy his coat is shinney and his teeth are tartar free and he is 10 years old ( shepard )
They are part of your family as long as they get the proper excersise and the nurishment they need from other sources let it won't hurt to spoil it a little . I would however watch out for some of the flavourings they put into it such as onion powder which can be toxic , garlic is good for dogs , too much salt is bad for everyone .. cheese ? well what can I say about that I have never met a dog that wouldn't kill for cheese ..

Popcorn is okay for dogs as long as it is plain- no salt, butter, cheese, etc... And each dog should probably should not eat a whole bag every night. Try decreasing the amount your dogs eats. Each one can have maybe half a handful every night.

if your dog eats popcorn feed it plain since too much butter and salt is not good and can be harmful to a dog so give the dog plain unsalted/buttered popcorn

The salt and butter on them aren't good for the dog, but a kernel here and there isn't going to hurt them.

I wouldnt think all that salt and butter would be good for them. Plus, the bit of kernel left on each piece might get stuck and cause problems...
