Treatment of Passive Agressive Personality disorder is very controversial and is not considered an actual disorder by DSM-IV. It may be just a behavior and a very rational behavior. Most any psychologist or psychiatrist may accept you (if they agree it's a disorder) and perhaps your best bets are those who practice Transactional Analysis.
A good description of the behaviors is by Dr. Eric Berne in his books, particularly the old one, I think, entitled "Games People Play" available in a 40th Anniv. Ed. for as little as $2.00 on Amazon.com
Psychaiatrists who practice Transactional Analysis are to be found be going to www.itaa-net.org and looking in their "Directory of TA Practitioners"
