When I work out my chest and arms, I will be on my 8th rep for example and on my 9th my muscles just stop and basically become useless. Why is this? Should I change my work out or diet?

Do some light aerobic exercises beforehand, or even during the weight training session. You need to keep the blood flowing and keep your oxygen levels high. Remember to stretch out all of your major muscle groups prior to any weight training type exercises anyway.

If you want to go for higher reps for toning, then lower the weight being used. Use very light weights if you want to do a ton of reps. Use heavy weights only for very short reps for building muscle. Space out each of the reps, do not hold them for too long. Do not keep your fingers cramped forever in one position, flex them and loosen them on the drop down. As you get the rythm going ad keep your heartrate up and keep the movement going, slowly ramp up the speed of your reps to higher and higher speeds. If you start to feel fatigue coming on, then slow down slightly and see if things start to even out.

Overall, in order to keep your muscles going you need the following in your body and replenished on a regular basis:

Milk fat (2% or whole milk only works), Vitamins C, D, E, K, zinc, iron, calcium, B complex, water, salt (sodium), and a diet high in carbohydrates.

You're reaching muscle failure too quickly which means you need to lift less weight. Never ever max out because it only hurts your muscles and ligaments; it doesn't do anything for growth (don't listen to those muscle heads at the gym). Start out lifting enough weight so that you can complete 10-12 reps. If you can't even do 10 reps, you're doing too much weight.....good luck!
