As long as Red China opposes tough sanctions there is nothing the US can do. The US has tried every other route including multilateral negotiations, bribery and each effort has gained the US and UN nothing.
North Korea knows that with Red China as a big brother and South Korea politically divided on the issue it holds all the cards.
