In almost every country (including the US, canada etc.), you can have one person per seat belt, and children under a certain age,weight, or height must be secured in a properly setup car seat designed for their size and weight range that is using the car's seatbelt in lock mode or with a locking clip, or using the LATCH anchor system installed in most newer cars.

Depending on your state laws, you can only have one person per seat belt... If you have 3 seat belts you can have 3 people... Pretty basic.
