Go to "Control Panel," Which is also located in "My Computer." Then, one of the links is a picture of a globe, and says "Regional and language options." Click on that, then pick any language you want, or go to the tab that says "Languages," and check the box you want. On the tab that says "Regional Options," it has many languages that you can pick. Also, if you go to a site with a different language, it will automatically ask you if you want to download the language pack, and you say "yes," so you can have multiple languages.

You don't download other langauges. If you go to Control Panel and regional settings you can switch on the langauge options.
