The Pope is free to choose anyone to be a bishop.

The process for selecting candidates to be a bishop normally begins at the diocesan level and works its way through several steps on its way to Rome. It is a process bound by strict confidentiality and often takes eight months or more to complete.

This is the process in the United States:

+ Bishops' Recommendations +

Every bishop may submit to the archbishop of his province the names of priests that he thinks would make good bishops.

These priests are discussed among the bishops at the province meeting and a vote is taken on which names to recommend.

The list is forwarded to the apostolic nuncio (the Pope's representative and ambassador to the U.S.) in Washington.

+ The Apostolic Nuncio +

The apostolic nuncio oversees the final list of names forwarded to Rome. He gathers facts and information about potential candidates and makes recommendations.

= For Diocesan Bishops

- The apostolic nuncio conducts his own investigation into the suitability of the candidates.

- A report is requested from the current bishop or the administrator of a diocese on the conditions and needs of the diocese. Broad consultation within the diocese is encouraged with regard to the needs of the diocese.

- Current and retired bishops are consulted.

- The nuncio narrows his list

- A questionnaire is sent to 20 or 30 people who know each candidate.

- A report is prepared. Three candidates are listed alphabetically – the terna – and the nuncio's preference is noted.

= For Auxiliary Bishops

- The diocesan bishop prepares the terna, or list of three candidates, for his requested auxiliary and forwards it to the apostolic nuncio.

- The nuncio then conducts his own investigation of the priests on the diocesan bishop's terna, sending the names to Rome with a report and his own recommendations.

+ Congregation for Bishops +

The congregation (a department of the Curia, headed by the prefect who is a Cardinal) discusses the appointment and then votes for its recommendation.

+ The Pope Decides +

The recommendation of the Congregation is presented to the Pope. A few days later, the pope informs the Congregation of his decision. The Congregation notifies the nuncio, who in turn contacts the candidate and asks if he will accept. If the answer is "yes," the Vatican is notified and a date is set for the announcement.

1) Become Baptized

2) Become Confirmed

3) Go to seminary

4) Become Ordained as a Deacon

5) Become Ordained as a Priest

6) Serve the Church.

7) Become appointed a Bishop by an Archbishop, Cardinal or Pope.

8) Become Consecrated Bishop by three Bishops by the laying on of hands.

You become and archbishop, kiss a lot of butt, raise a lot of money, and wait for the bishop to die.

well if i was reading history right there was a time if you gave them enough money they would give you the ugly hat. but that was a long tome ago, they where still allowed to marry then too. sorry like history, but not Catholic try asking them.

You are appointed and then ordained. As to how you achieve the recognition that leads to your appointment, I suspect it involves keeping your nose clean and brown.
