Dogs instinctively sniff each other's butts when they first meet, every time they meet. It is their nature to check to see what is going on ... a kind of greeting/handshake as well.
(I'm not sure whether dogs are actually sniffing genitalia or butts, so I'll use "genital region," okay?)
If you watch the "Dog Whisperer," you will hear that dogs consider humans and other animals, part of (or not part of) their packs. Therefore, when they encounter them, dogs instinctively try to sniff the gential region in humans, dogs, and other animals, like house cats, etc.

When dogs sniff, its their way of learning about who theyre sniffing. Such as male or female? Spayed/neutered? Sick or healthy? Other animals sniff for info as well.

thats their way of sayin hello. Thats what they do to each other. lol maybe they smell the poopie stains lol jp...its their way of gettin to know who you are and then from there they just recognize you from then on.
