is this true, i ve also heard that keeping the heart rate down burns fat more efficiently, but that after such exercise the metabolism returns to normal quicker than cardio training?.............

Cardio burns the most fat per minute of exercise. For the best effect you need to get your heart rate into an effective zone and keep it way for 45min-hour. Your correct that your metabolism returns to normal quickly, but you may have burned 700-1000 calories during that period of activity. If your basel metabolic rate (amount of calories you need to take in to maintain your current weight) is say 1800 calories, and you eat 2500 calories, but burn 1000 your net calorie intake is 1500 calories. Meaning you body is going to need to burn off 300 calories of stored fat to maintain. Hence the whole idea of diet and exercise.

You can increase your basel metabolic rate by building muscle mass (lifting weights). Which is an effective but very slow way to lose weight. You don't actually lose weight, you lose inches. Muscle weighs more than fat, therefore as you build muscle mass your weight goes up, however your cloths may fit better.

The best solution is to mix lifting with cardio.

its true that cardio sessions where you are not gasping for breath, but you are at a steady, slightly out of breath, sweating pace is ideal for fat burning. Certain types of exercise target different "molecular structures" eg:glucose and carbohydrate is burnt through toning exercise and weight lifting and also some protein is lost through vigorous cardio exercise and not enough weight sessions. The ideal way i was taught to maintain protein (muscle mass) and burn fat was to do a steady warm up session for 10-15 mins like walking or jogging, then do weights sessions for all musle groups, then do a 20-30 min cardio fat burning session, its a killer but you definatley see results quickley.

ACTUALLY
thats just the popular conception
theres actually new studies out there showing that if you've done a weight lifting session where you actually exert yourself(and I'm not talking about the people who talk on their cell phones as their doing leg extensions then wondering why they aren't getting results)
that you'll continue to burn fat up to 48 hours after your done working out

its true if you keep it ata steady pace for a long time then it will start to burn fat but you ahve to go for a long time. Also body builders burn fat at a resting heart rate other than people doing cardio.
