The problem is that i'm receiving the same response every time i've been trying and that too for 4 days...
so i do not think that the person stayed that long out of the network coverage..
and that person lives in Sandton...

These people are all wrong. If your phone is unavailable due to whatever reason, you reach that person's voicemail. However, if voicemail isn't set up, or the account is suspended, you get the message that the subscriber is unavailable. It's as simple as that.

It just means that the SIM card may not be currently logged onto the network. This could mean either one of the following:
1: Phone battery is dead, or
2: Phone has been switched off, or
3: The handset is not currently picking up a signal, or
4: The user is on another call and does not have 'Call Waiting' activated, or
3: SIM/Phone lost or stolen.
Hope this helps...

The person whom you are trying to contact may have switch off the cellphone or the phone may have been stolen which is most likely the case the phone number only gets taken off the network after about a year. If the person is on contract and the phone was stolen it will keep on giving the msg until the person has collect a sim card and re-activate the new sim card

I found the same and believe that it has to do with network availability. You would normally get a personalized voice mail should the phone number be engaged or turned off.

It usually means that the person has their phone switched off or is out of range, i.e. is in an area where there is no network signal.

South Africa here - YG is right! In addition, it might be that while the number exists, it has not been activated!
