They don't really say. Their report does mention an estimated "1,300" foreign insurgents in Iraq, but does not estimate the number of Saddam loyalists, "disaffected Sunni Arab Iraqis", or "common criminals."

The report does estimate the number within the Mahdi Army to be "60,000."
