We were exhausted after our reception, so we didn't want too much fuss in our suite afterwards. Go easy on the rose petals, especially if you're using real ones as they could stain the bride's gown if she sits on one.
The champage and strawberries are a lovely idea. Inlcude some extra favorite snacks for them as well - chips, bread, cheese, grapes, chocolates, etc. They may not have gotten a lot to eat and they may be a little hungry.
Candles are always welcome - don't forget the matches. His and hers robes are also nice, as are some comfy slippers if they don't already have them. After being in formal wear all day, they'll probably want to relax. If you can get some extra pillows from the hotel staff, that would be nice too.
Massage oils, and especially a foot lotion would be welcome goodies. If you're going to include CDs, make sure they have a way of playing the music.
Most importantly, the fewer people that know where the newlyweds room are, the better. Some guests might think it's funny to knock on their door or show up early the next morning, but it's just not that cute. The less people that know where the couple is staying, the better. Trust me, they'll appreciate your discretion.

I say, fill the basket with a couple "Love Songs" CDs. Throw in some sexy lingerie for both of them (it doesnt have to be expensive), maybe some bubble bath or bath salts so they can relax. And if its possible sneak in a picture of them on their wedding day with their tux and dress and all prettied up. This will be the first picture memory they have of their wedding. You can take one using a digital camera, run to a photo booth to get it developed like to walgreens or target and put it in a very nice frame.
Also, instead of the strawberries and whipcream, I would go with chocolate covered strawberries. Way more sexy. Still include a can of whipcream because that's fun too, but have chocolate covered strawberries.

Try nice and naughty stuff and robes, bubble bath. Wine glasses you can pick up at good will or thrift store, things you can put in the basket as well, are things they can snack on, or things that go along with some outdoor activities they will be doing outside the room. Beach towels, Bride and groom t-shirts a throw away camera to take pics on their honeymoon.
Bath and body things,m Massage oils/lotion and mit. Music, or a romantic movie.

I think a gift certificate for their favorite restaurant and a CD of their favorite songs would be two things you could put in a basket for them.
