Talk to a pastor- especially of an older church. When my friend became pastor of a 150 year old church, there were bunches of old vestments in the rectory....explain why you need them- and promise to give them credit in the program.
Bishop's vestments would be harder, the pastor can help you choose something that looks right!

Try the yellow pages. I know the priests at my church (Roman Catholic) buy their own robes or their families do. They aren't provided by the church. There are stores that specialize in religious garments.
You might want to think about donating your costomes back to a church when you're done with them.

Find a person who can sew and have them make one. It should be easy enough to make the actual (close facsimile) robe and make the Miter out of card board and use the heck out of a glue gun and material.

If the play is not anti-Catholic then you might even ask your bishop if you can borrow one. (The worst he can say is no.)
