Any program that will record and create .WAV or .WMF music files.

First you will need software and a special data cable that is made just for your phone so that you can upload the files to your phone. Those also can be bought on the internet.

With this setup one can make their own ring tones. As long as one actually own the music (has bought and paid it), then they can upload into their own phone. You are not brealing any laws as you already own it.

you can only use songs that have already been paid a licensing fee by the phone company or ring tone provider. otherwise you would be violating the copyright laws. (i.e. napster lawsuits...)

so, i am guessing you would need to visit a site and choose from the songs they have available.
