High occupancy vehicles.
Technically, these lanes are "Buses only". However most BUT NOT ALL such lanes have an exemption to allow carpools. Carpool is not always 2 people, sometimes it's 3.
The rules for carpools in HOV lanes vary.
- L.A. area, HOV lanes are 24x7 and limited access.
- L.A. area, carpools are not allowed in some HOV lanes.
- Bay Bridge, carpool not allowed in HOV lanes except during commute hour.
- I-80 and Bay Brdige, carpools need 3 people.
- Bay Area and Sac, most HOV lanes are part-time.
- Single occupant "clean cars" allowed wherever carpools are allowed.

I believe it's High Occupancy Vehicle. Basically a car-pool lane, and if you're alone in the car, you're not supposed to use it.
