Tea is basically leaves soaked in water. Decaf Tea is less caffeine, since tea is generally high in caffeine like coffee.
Maybe because tea has flavor is why they're different but there are flavored waters too.

The only differance is the fact that tea is soaked in tea leaves which releases some flavors and calories (depening on the type of tea).

Decaf tea normally is flavored, still has some minute bit of caffeine, and will have calories.
Water is tasteless, no caffeine, and will be calorie-free.

tea has more flavor and other benefits (antioxidants, etc), it's also a little easier to drink for most people who don't like plain water.

I hate decaf of anything I drink. I might as well be drinking water.
