That depends what application are trying to theme. Firefox themes, for example, have a .jar extension.

i'm assuming that you mean the visual themes for windows XP. That would be .msstyles ( http://www.juicytools.com/reviews/how-to-install-style-xp-themes/ )

it would help if you explained which theme file you are talking about. a search of www.filext.com may help you to figure what you are looking for
