I have had this really irritated area above and below my lips. It starts to heal and then comes back everytime. I can't figure out what it is. It is very flaky and itchy.

It really does seem like its irritated because of continuous licking of the lips, I use to baby sit a girl who would always do this around a certain time of year. I believe it was in the summer, she would always lick her lips constantly and days later they would dry out and irritate. And now I have a set of twins in the family my neice and nephew. They are 9 months and he drools well..like a baby but the saliva irritates his skin under his mouth and he too has red rashy itchy skin. So my best bet would be that it would be that. If not Id go to a doctor asap.

It sounds like eczema or atopic dermatitis, which are both itchy and scaly. You probably need to see a dermatologist for a prescription cream to get it under control. You could try over the counter hydrocortisone first, and keep it moisturized with a gentle lotion such as Cetaphil lotion. But, most likely, you need an Rx.
