If a recipe calls for a quarter cup, it means 1/4 cup. 2/3 cup would be way too much.

If the recipe says 1/4 cup, then it's 1/4 cup. 2/3 cup is nearly three times more than the amount called for (of whatever the ingredient is).

a cup is 8 oz the quarter cup is 2 ozs now 2/3 is about 5and a quarter ozs but the dollar store sells these cups top measure for a dollar three teasppoons are half an oz and two tablespoons is a oz so without a cup just use a tblespn OK

No that would be too much. Use standard measuring cups. There should be one that has 1/4 on it. A cup is eight ounces, a quarter cup is two.
