It drives me nuts & he doesn't care!!! The dog looks hungry & I KNOW he beats it!! I can't stand hearing it's misery & reported him, The neighbor hates me & NOTHING has helped....I don't want to kill it....It's a hungry, attention- starved 2 yr old beagle mix...I want to help it, Any advice??

Go to the cops---and tell them that
a) The dog is a nuisance
b) the dog is being beaten---only IF you've seen/heard it
c) that you fear retaliation from this neighbor.

Have a written statement prepared, write it very carefully, and take it to the station in the middle of the week if possible---Tue-Thur, in mid-morning if possible, or mid-afternoon.

If you can get anyone else to corroberate your story---hopefully another neighbor, do it.

And keep after the cops, daily at first, then twice daily or more. Most cops are lazy as hell and you're not going to be high on their priority list.

If you are in a position to buy the dog, consider doing it. But don't piss this jerk off any more than you already have, or will. He could retaliate---likely against your vehicle. Get a locking gas cap if possible, keep your vehicle locked at all times.

I don't much like cops or the people who call them. But...sometimes you just have to do it. Good-luck. My heart goes out to you and to that poor, unhappy little dog. I really like beagles...I will be happy to look at your statement and edit it for you if you'd like. I know how to do this stuff, ok?

That is so sad :( We have a beagle about the same age and she barks a lot so I know how annoying it can be. Keep on the animal control people. Remember the squeaky wheel gets the oil. Call them everyday! In the meantime maybe you could put some food or a milk-bone under/over the fence when the neighbor isn't home. Good luck!

Keep reporting it. Again and again and again. Report it to the police, and if you have a Humane Society near you, and any other place that you can call. Even if you can't prove that he's beating it or if the police don't believe you, they HAVE to do something about the noise. They can fine him, and they are supposed to "investigate" every claim like this. Unfortunately, most police departments have this very low on their priority list, but if you keep bugging them, they'll do something eventually.

Call the ASPCA. Call the police again. Repeated calls will get action.

kid napp the dog and run away with it.....i really don't know...if you find out anything let me know cause i have the same problem with a puppy that is miss treated.....the only thing is the people that have him are so ignorant that they think that they saved the puppy....its sad.........

steal it then take to rescue centre or have this poor animals suffering on your conscience for the rest of your life!
