When home, stay in your own room away from him. Don't even talk to him. He'll get the hint after being ignored for long enough.

Well from the sound of things you're the one who's getting yourself into trouble. He's just ratting you out. So you either need to get your crap together and stop screwing up, or screw up in a way that he won't find out.
Stop blaming your bro... YOU are the problem.

If you are not doing things that your brother can be getting you grounded for you would not have this problem.
If you are sick of being grounded, clean up your act, and stop blaming your brother for it.

do not ever tell him anything, give him the silent treatment, and tell your parents everything he does, sneak around on him trying to find out what he does,
