I can get Leonidas and Godiva all over Europe and USA, so I need special Belgian chocolate that can only be bought in Belgium.

I would recommend Pierre Marcolini. He is from Belgium, specifically Louvieres. he does have a couple of shops outside of belgium but he isn't nearly as well known as Leonidas or Godiva. I just purchased some for friends and family in the US in fact.

Providas! There's a shop in Brussels of them(the one in Antwerp is unfortunately gone already a few years!!) and not expensive. This is not the brand Leonidas, that one you can find in many European cities.
Godiva I don't recommend expensive and not worth it.
For normally chocolate(in a block) a recommend Cote d'or but also Callebaut (what is famous to make liquid sauces and for chocolate drink).
Belgium has the best chocolate in the world because we have the best contracts and blends (cacao beans) what makes it one of top 10 export products.

I would say the best one is Neuhaus and Pierre Marcollini (second best). They are the fab ones.

try one of the artisanal chocolatiers like in Antwerp: Del Rey or Burie (famous for their window displays)

"Cote d'or" is very good chocolate!
