By kneading.

You flatten the dough out, and fold it. Then flatten, then fold, over and over, each time doubling the number of layers.

That's why drop biscuits don't have them -- you don't knead, but spoon them out.

Edit: Afterthought -- I'm from the US; if you're English, then 'biscuit' means a whole nother thing to you than to me (we call them 'cookies').
