Cats don't get erections like humans do. Neither do dogs.

Cats can retain the behaviors they had before they were neutered, although the "undesirable" behaviors are lessened by neutering. (Vocalizing, marking territory, etc)

A male cats penis is not meant to be exposed. Even under sedation, a veterinarian needs to work against the bodie's desire to keep the penis internalized (such as when unblocking a male's urinary tract from crystals.)

If you are concerned, please contact your local veterinarian. They are the one to tell you whether or not your cat needs to be examined and can answer general questions.

I have a 14 year old neutered male who at the age of 3 months started doing bad things to a teddy bear, he never stopped in fact the teddy bear is soundly abused whenever company comes by in full view of everyone. Welcome to the bizarre world of cats.
So yes, it's okay for your kitten to still get erections.
