In PA... I transferred a car to my name w/out getting insurance.. I can't drive it until I do, but I'm not using it yet, so they transferred it to a "Non-Operational" status...
Then when I want to go drive the car, I get the insurance and registration...
All varies for each state... Good Luck!

If your state requires insurance, whether the vehicle is driven or not, you won't be able to. If you make a statement that the vehicle doesn't run, you may be able to receive a waiver. Not all states require proof of insurance when you are titling a car, inquire with your local DMV, to be certain.

i dont think one has anything to do with the other. i have a car that is reg. to myself and my ex but the insurance is in my name only. our state, you dont have to have insurance. not all states require you to have insurance. those are two separate things.
