Laminate flooring is usually laid on a solid underfloor. If a concrete or screed floor a plastic damp proof membrane is laid first. The a layer of insulating material. This can either be rolls of plastic foam material or square sheets of a fibre compound. Either of these should seal and insulate .If your position is particularly vulnerable you could increase the thickness of material used. Then lay the laminate. Most laminates are now lock fitting and do not need glue. and the locking seams mean they are pretty draught proof.

I would look at laying the 2 inch polystyrene sheets, if your floor hieghts allow, then sheeting out with 6mm ply, then on top lay your laminate floor, that will give you good insulation, if you cannot take the height, go to B&Q , and look at the laminate underlays

You can buy special underlay which is basically just plastic sheeting. You can find it in DIY shops near the laminate flooring

If by laminate, you mean engineered wood type product, go for a quality underlayment that is designed to reduce noise. These beat the paper-style for temp control.

If your temp swings are big, laminate might not be the best choice due to constant expansion and contraction.
