He may have problems with his anal glands - they can become impacted, causing discomfort. If he ever scoots his bum along the ground, this is also a sign of anal gland discomfort.
Take him to the vet, they can sort anal glands out easily enough in consult, or advise you if there's anything else to worry about.

Dogs have anal glands that can become impacted and sometimes need to lick that area. It is more common in smaller dogs. This is also why you see them 'scooting' their rear ends across the floor at times.

This is the only way dogs have to clean themselves. They cannot use a washcloth like you do. You cannot get them to stop. You want the dog to be clean.
My 4 dogs do this, and while it can be annoying to listen to, at least they are clean.

Possibly, his anal gland impacted and needs to be evacuated by a vet. This is a fairly common problem with dogs.

Normal dog behaviour - too bad i cant reach my own. How do you make it stop... chile peppers... in powder form or fresh- either way just rub it around his "area" ... the hotter the pepper the better it works.
But please dont be cruel to your dog, remember he's mans best friend.
