In order to distract us from the truth. Look at the Mormons. Their founder gets a "new gospel" from an "angel" and look how many people follow without question.
The Bible warns us against apparitions, whether they be angels, Mary, or other phenomena.
Galatians 1:7-9
There are some who trouble you and want to pervert the gospel of Christ. But even if we, or an angel from heaven, preach any other gospel to you than what we have preached to you, let him be accursed. As we have said before, so now I say again, if anyone preaches any other gospel to you than what you have received, let him be accursed.

Indeed there is warning against Satan disguise as angel, but to say every Angel that come is Satan is totally missing the point of the warning. Didn't the book of revelation also mention there will be Angel blowing the trumpet before the second coming of the Lord? Are we saying that Angel is Satan in disguise too?
Satan disguise as an angel to fool people, but that only means that there will be Angels that are truly from God, and the Lord warns us to be aware of the fake ones.
Angel are messenger from God all through the ages, and its no different now.
The Lord will continue to sent angels, and he warns us so we learn to know his true messenger. We can tell by whether the angel is leading us away from Christ or not.

For Satan himself transforms himself into an angel of light. Therefore it is no great thing if his ministers also transform themselves into ministers of righteousness: Even as Satan may appear as an angel of light, so false apostles may have a “good” appearance.
Paul is showing the Corinthian Christians how foolish it is to rely on image and outward appearances.
i. It is so easy for all people, including Christians, to be taken in by image and outward appearances. Many will only recognize evil if it openly declares itself as evil. But this approach will end up embracing Satan himself, who transforms himself into an angel of light. If Satan were to appear before a human audience, they would be strongly tempted to worship him as a creature of almost divine beauty. He would be regarded as an angel of light!

ii. Even so, it is foolish for the Corinthian Christians – or we today – to be taken in by image and outward appearances.
iii. Hughes rightly notes that in today’s church, “an individual has only to make the most preposterous claims for himself in order to gain an enthusiastic and undiscerning following.”
iv. “It is generally said that Satan has three forms under which he tempts men: 1. The subtle serpent. 2. The roaring lion. 3. The angel of light. He often, as the angel of light, persuades men to do things under the name of religion, which are subversive of it. Hence all the persecutions, *******, and fires of a certain Church, under pretence of keeping heresy out of the Church; and hence all the horrors and infernalities of the inquisition. In the form of heathen persecution, like a lion he has ravaged the heritage of the Lord. And by means of our senses and passions, as the subtle serpent, he is frequently deceiving us, so that often the workings of corrupt nature are mistaken for the operations of the Spirit of God.” (Clarke)
f. A terrible condemnation is reserved for these false apostles: to be judged according to their works.

Would sin be attractive if it was ugly? Probably not -- by its very nature, it is enticing and seductive. This is the way Satan works; he's hoping he can deceive us into sinning by presenting what appears to be beautiful.
EDIT: Father K, nice Galatians 1:8 reference!

To lead people astray, and away from the true faith. If someone thinks they "see" Jesus in a tortilla" there's no telling where that might lead.
The word of God (the Bible) is the best source for us to follow, we don't need to see alot of "supernatural" things.

His reason is because a average person wouldn't listen to Satan, if he came as who he truly is: a liar, and murderers, and the prince of darkness.
