DoH is correct. Windows2000 loses support in 2010 and I not sure of XP probably around 2012-2015. I use what I have and wait, maybe something better than Vista be out by 2010 or Linux be a little more user friendly. I do have Windows98SE, Windows2000 and Ubuntu and they work great for me.
I really not think you will find anything cheap. You may try Linux, it is free, BUT, you need to know a little about Computers. Most Linux come in an ISO File and then you Burn this to a Bootable CD. If, what I have said confuses you, then you may be out of luck.
This is Ubuntu Linux;

You can order a Free CD but no telling how long it take to get. If, you have a friend with a CD Burner and a little computer savy they may be able to help. Ubuntu work pretty good and will get you on the Internet with many free programs. It may not work with "Wireless", it can if you know how, but, it will connect with a Dial-Up or Ethernet Cable.
This all I know; Windows XP Pro is about $140 and up depending how you buy it. Look here;

READ!!!! To buy an OEM Version you may have to buy a Hardware of some type too, adding to your expense. Soon you may have enough to just buy a good used computer with XP already installed.

If your Dell originally came with Win98, I would leave it as is. If your hell bent on upgrading your only choice will be Windows XP or Vista. I wouldn't recommend trying to run Vista on an older computer.

To run XP you should be sure you have plenty of memory, I would recommend no less than 128Mb, but you really should have something like 512Mb to 1Gb.

Microsoft has discontinued support for Windows 98 and ME. The only supported versions of Windows are 2000, XP and Vista. I suspect the support window for 2000 is closing soon.

1.5GHz is a little iffy with XP. If your computer is under 1 GHz do not install XP your computer is too slow. Save the $100+ for the software upgrade and apply it towards a new computer.

You could also install Linux (free). It should run well on an older computer. I probably would not do this unless I had a backup computer.
