You would have to be very aggressively beating on your shins for that to happen.
Since nerves do not normally regenerate themselves, I would have to say yes, if the nerves in your shin area were damaged the effect would probably be long term.
I practiced Muay Thai and kickboxed professionally for years without any noticeable nerve damage in my shins.

When you condition your shins for muay thai or muay boran, you do so by kicking the heavy bag, contraty to what some people say, you should not hit it with a stick or roll it with any objects. You need to have some feeling on your shins. You don't kill the nerves on your shins, you numb them.

Hate to disagree with others here with Muay Thai traing, but killing/damaging the shin nerves IS the goal of various (traditional) muay thai fighters. Kicking trees is a common training exercise.
Long term effects can be never feeling your shins again.
Perhaps american kickboxing train softer, but in Thailand, Muay Thai students train hard core.

Its a lifetime of pain for the ones whom train in the traditional old school fashion.
I have seen this in Karate, and in Muay Thai, where they whack their shins toes and fists into solid object to damage then desensitize their limbs toes, and whatevers for obvious effect.
But when those guy are old...

Any time you kill something it is usually a long term effect.
I am not sure if all schools kill the nerves.
I would imagine this martial art conditions the striking surfaces as does many other martial arts.

Yep there is a long term affect but it isnt permanent. You dont feel pain in your shin.

Nah there's not any long term effect. Just don't do stupid things such as beat it up with foreign objects, roll stuff up and down it, etc... Oh and make sure you have healthy calicum intake.
