Since 1934 in the United States the Federal Communications Commission has been charged with regulating interstate and international communications by radio, television, wire, satellite and cable. The FCC is also involved in oversight of the standards process for all domestic communications standards.

The standards themselves are created by a consortium of broadcasters, service providers, private corporations such as the major consumer electronics manufacturers, and related professional trade organizations, along with the opportunity for input from various citizens groups.

With the advent of the digital television era two major governing (standards) bodies have emerged - in the United States it is the Advanced Television Systems Committee (ATSC) and in Europe it is the Digital Video Broadcasting (DVB) Project. With the help of other standards organizations the ATSC and the DVB governing bodies are responsible for almost all of the world's new digital broadcast standards.

It is these standards and others that broadcasters and equipment manufacturers must strictly adhere in order for citizens to enjoy the benefits of modern communications technology.

in what context? i would guess "they" (whoever they may be) mean the standards of the quality of programmes on tv - in terms of how well they educate, entertain and inform the viewer and whether they rely too much on cheap reality tv instead of quality dramas. but dont know if that's what you mean, or if you mean something more technical

Who do you mean by "they"? Sometimes tv standards refers to content.
