thats a hard question to answer because it depends on the situation. For example if I'm not looking for a date and i just strike up a conversation with a girl on the street and we talk and flirt for a while then i have about a 90% chance of getting the number. If I'm at a bar and I'm looking to go home with someone (not being too picky) and i ask many girls then the chance for success drops quite a bit. The percentage increases the closer you come to closing though because the alcohol has kicked in. It depends on where and how your looking

That's a horrendous rate. Terrible, 50/50 isn't even that good, although I usually ask if we are vibeing.
