The parchment paper method is the common way to cook "fish in a bag" but I couldn't locate parchment in the store. I'm thinking if I form a "boat", place the fish, peppers, onions and spices inside and then wrap it up loosely, it will still conduct the necessary heat to steam-cook inside the foil. Am I on the right track? Thanks to everyone.

Yes you are. However, a plain brown paper bag from the market will do as well, just wet the outside of the bag a bit to help promote the steam and remember tilapia cooks pretty quickly.

Well, I'm going against the crowd here, but I say NO to aluminum foil. Parchment paper is non-stick, foil is not. No amount of Pam/grease/oil/butter will make foil non-stick. If the recipe specifically called for parchment, then likely the cookies are stickier than average cookies and need parchment to be removed from the pan. If greasing the pan was enough, the recipe wouldn't call for parchment.

Yes, you are on the right track, but be careful tender fish will stick to aluminum foil, cook on medium or low heat even if it takes longer to cook, also put oil in foil, if you you put onion and pepper slices between fish and foil it will avoid sticking of foil, good luck,

I cook in foil all the time. Go ahead and wrap it completely like you do with parchment, but leave a little head room for it to steam properly. Works great

Yes, you can cook the tilapia in aluminum foil. I find that it actually tastes better this way and the fish doesn't turn out so dry. Good luck.

one thing nice about tilapia is... you cant really cook it wrong. I however buy it from Walmart bulk and they are individually frozen in vacuum sealed bags. But you have to ask for it left in the back and the lady behind the counter will go back in the freezer and get it for you. Otherwise they cut them out of their individual packed bags.

However, I microwave cook it in its bag and it turns out perfect then I add seasonings.

Now wrapping it with your veggies will be fine.

Yes, aluminum foil can be used. That's what I use with great success - especially on the grill. (yum). I've never tried it with peppers and onions, can I "borrow" your idea? it sounds good. I usually use squash and zucchini.

Yes you will. Spray the foil with non stick cooking spray so the fish doesn't stick.

Foil will tend to hold moisture better than paper, but it also will cook your product faster.
