The other day some black lady fell and got injured and she kept saying "Oh! Lawd help me! Oh! Lawd help me!". Who is this Lawd she spoke of?

You have misheard or misinterpret what she was saying.
what she is uttering and saying is "Oh Lord, help me, Oh Lord help me. He was asking our Lord God to help her on what was done to her.

Little Richard sang a song called Lawdy Lawdy Miss Claudy,also usually in the South of the US it is a way of pronouncing Lord,its like an accent.

"Lord" is probably another name for God or Jesus, he's referred to in a lot of prayers e.g. our Lord Jesus Christ
