Yes, but only *after* the Flight Attendents say it's ok to operate electronic devices. This is usually when the plane reaches 10000 ft. Also, if the PSP has any wireless capabilities, these need to be turned off for the duration of the flight.

yes when you are in flight not take off or landing ie
when the seat belt sign is out

As long as the wireless function is turned off it shouldnt be a problem.

You can't when taking off, but otherwise it should be ok
