I know it CAN be done, I've done it before, and I need to do it again.

There is no such thing as a system restore for Windows 98.

there is no system restore for Windows 98, but there is a way to manipulate the registry. It's called scanreg/restore in Windows 98.

-Start the computer with a Win 98 boot disk.
-At the a:\> prompt, change the directory to c: by typing "c:".
-At the c:\> prompt, type scanreg /restore.
The Microsoft Registry Checker initializes. You will be presented with a series of dates, and the .cab (cabinet, which contains the good files) associated with them.
-Only choose from .cab files that have the word "started" associated with them. Click "OK".
-If all goes well, you'll see a message stating "Restoring System Files".
-You will be told that the system has been restored to a registry with no errors. Restart the computer.
-If the operation fails, the message will read, "Restore operation failed". Attempt to choose another date.

System Restore is only available in Windows ME, XP and Vista.

To go back to older settings in 98, if memory serves, start your PC and tap the F8 key repeatedly until you see the screen that lets your roll back up to 5 previous cofigurations.

yeah, system restore was invented for windows XP!

you cant it only come in with winxp or winme that system restore sure youre running win98
