Some Celtic (Gaelic) Reconstructionists do so as well. It's social/religious, as a sign of mourning - not sure if there's an in-depth reason behind it or not.

i know of the ancient time chinese who do that only when it was their parents who passed away. they believe that the hair is a sign of honour and is given by the parents since the parents brought them to this world. they cut their hair as sign of respect, don't think its due to religious purpose.
