You don't need the Adobe software to create a PDF. Cute PDF, PDF 995 and Easy PDF are all free, legal converters that will turn a document into a pdf. I don't know why all those answers got thumbs down.

Also, Open Office will convert any document into a PDF, you can import a pic as clipart, resize it, and export the word doc as a PDF.

Adobe makes both Photoshop and Acrobat. You do NOT need Acrobat to make a JPEG into a PDF. Photoshop can save ANY image files as a PDF. Open your file in Photoshop then click SAVE AS and from the Format dropdown menu select:
Photoshop PDF (*.PDF;*.PDP)
Then click Save

You do not have to have adobe acrobat pro. pdf is a free format developed by acrobat you can use any number of free software to create them.
CutePDF is a particularly straight forward one just download it and install and you can print pdfs as if you where printing to a real printer.

You can do it without Acrobat with this free solution. It's awesome. I use it all the time. Just open the jpg in IE or any program that will display it, select print, and select the pdf995 driver, and voila.

Well you will need a program similar to photoshop. Open the .jpg and then when resaving it change it to a pdf and give it a new name. Good luck.
