The reception is worse on some channels than others. With a pretty good rabbit-ears antennae, ABC & CBS=best.?

FOX & NBC=worse w/static noise and "snow". Short of getting cable, what can I do?

You could try an amplified indoor antenna.

There are many factors that influence reception. It is likely that some channels are broadcasting at a stronger power then others giving you better reception and some channels may be broadcasting at a different location and longer distance. The channel number will also influence receptions as VHF (2-13) have better reception than UHF (14-69) considering power levels and distance are the same.
