That's up to the two of you. Sounds like a good thing to discuss with him right now. Three dates and no sex, he may have a question or two for you as well.
At any rate, it's up to you two to define your relationship. No one here can tell you what to call him.

If he still wants to date you. If he treats you like a girlfriend. He probably thinks so. Sex shouldn't be a requirement, You're just dating after all, not moving in with him.

well you need to talk to him about that because u dont want to go around telling people ur together and look stupid bc ur not. so yall r dating if people ask just tell them yall r dating and ur not serious as of now. then talk to him about how he feels about u, sure it may be hard, but obviously he likes u at least somewhat if yall hav been on 3 dates and havnt slept together, i think that counts for something, it means that sex is not all he is looking for. but just sit him down at yalls next date and ask him, in my world i would consider yall as "talking"

when things get serioius. 3 dates doesnt make someone your boyfriend. just feel it out - hang out with him, have fun. when you start hanging out with him on a regular basis - not just dates. Or you could always talk about it...
