the US military's policy of maintaining technological supremacy has allowed it to remain as the world's only superpower, they always have and will continue to employ the best minds to produce the best military software and hardware to minimize human casualty altogether, further more, fared against america's military machines, no other country has ever produced war machines that could match their capabilities, until recently when cosortia were formed by european countries and treaties signed wth the US to protect and pursue mutual goals and accomplish mutual objectives

I'd say it's a tossup between the European Union and the United States. Japan may also have some potential if they illegally expanded their Self Defense Force.

By far, it would be the United States of America. It spends the most on the military and reasearch so as to have the best capabilities in the field.

I don't know where you live but to answer your Q, it has to be the USA. We also have the best trained persons to make use of our advanced technology.
And it is unfortunate that some people only understand the 'might' aspect of being right. But we have a problem learning from the past, too.
