I wouldn't be surprised to find that some small towns attempted to pass ordinances to this effect, but I'd bet it wouldn't stand up to the most casual constitutional challenge if they did.

But, to echo previous comments: liability is determined by a number of things and having a black belt can work against you if you injure someone (although, to be fair, it could work in your favor as well).

Where I live it's voluntary, but all the Instructors I know register their Black Belts. And Yes when the Police find out the Hard way Your a Black Belt, They act like you were supposed to tell them first. I teach a PAL program so guess what, they all get registered. And when I get pulled over they stand WAY BACK.

This was mostly old folklore. I've never heard of anyone having to register there hands as a weapon. You can check you local and state laws but I'm betting there isn't a law out there for this.

No, there are at least (if not more so) 2 Million black belts world wide in various arts. None of them are registered.
It would be a waste of police time, money, and resources to do so.
