Each State has their own rules on installments. However, for an IRS tax debt, you can request a payment plan with your tax return by attaching a Form 9465. I have provided a link to the form so you can print it. File on time to avoid Failure to File penalty.

For federal you have to request an installment pay form but i'm not sure about the state.
