Each State has their own rules on installments. However, for an IRS tax debt, you can request a payment plan with your tax return by attaching a Form 9465. I have provided a link to the form so you can print it. File on time to avoid Failure to File penalty.

For federal you have to request an installment pay form but i'm not sure about the state.

I am not sure about making payments on your State return though.

Note that the IRS Installment plan is expensive. Try to find some other way, if you can.

You can also file for an extension on the taxes.
