A cerebral or brain aneurysm is a cerebrovascular disorder in which weakness in the wall of a cerebral artery or vein causes a localized dilation or ballooning of the blood vessel. Rupture of a cerebral aneurysm is dangerous and calls for medical emergency. Consult your neurosurgeon.

if it was removed, there is no way it can grow back, at least in the same place.
