In internet explorer how do I determine which icons I can delete without negatively effecting the operation of programs that remain

Internet Explorer has noting to do with desktop Icons. That is a browser for the internet.

You can delete whatever you want on the desktop, those icons can always be restored easily. And programs that run your computer are NOT based upon what is on the desktop, those are short cuts to available programs. What runs your computer is in the hard drive and registry, not on the desktop.
