They don't want to give the prisoner an infection.
But seriously one of the reasons for disinfecting is to protect those who are handling the equipment used.

they probably just use a new needle everytime because that would be easier than holding onto a nasty needle from the last guy causing risks for people that have to handle it.

they might be killing the person but they dont wana torture them too that would be sooo cruel... nah its so that if they accidentally have to prick themselves they wouldnt get anything and most prob end up like the person.. dead
