I would say, "Good luck!", because it should be just as hard to tell if it's been tampered with, then to tamper with it.
First of all, it's called an odometer, not a mileometer. If you looked it up on Carfax, you might be able to see if the miles were changed, but only if the Carfax quotes you as having more miles than what your odometer says, because if your odometer has more miles than Carfax quotes you, how would you know if it's been tampered with?
Usually you can tell by how many miles are on the car, and how old the car is. On average, people put about 12,000 miles a year on their car. So divide the mileage by 12,000 and see how many years you get. Subtract 2007 from the year of the car and see how close you get. If the mileage is much much higher than this estimate, try to see if the car was driven on the highway most of the time. Highway miles are less stressful on a vehicle than city miles.

depending on the car you can check it. Most newer cars record the mileage in the cars on board computer. A new car dealer of the brand you own can scan the computer for the mileage. You can also run a car fax or auto check. Car fax gets information from various sources. In NY the mileage when the car is inspected is recorded and "sold" to car fax. The report should pick up any "funky" mileage.

The odometer may have been replaced not tampered with. A change of speedo will start with 0 on the clock and go from there, may be a previous owner had a problem with the speedo.

You can take the car to a dealer of the vehicle, they can tell if it's been messed with. You also can get your vehicle history through the DMV,it will show what the mileage was reported at each transaction, these records stay on file forever, and they are free.
